Rear brake imbalance on Handbrake.

Hello all, I've a strange one.

This morning I took Dorris in for her MOT and on the brake test it showed the following imbalance

SB Axle 1 - 4%
SB Axle 2 - 3%
PB Axle 2 - 32%

How would the Handbrake have such a large imbalance but not the foot brake?

Possibly a part-seized handbrake cable (they can crack and let water in) or the adjuster end of each cable is not even - access after taking plastic trim from handbrake -  there is a pivoting attachment but only has limited balancing effect.

I was thinking the cable but wasn't sure.

It hasn't caused a failure and the tester never said anything about it but it's just me being picky. I live on a steep hill so wouldn't mind it being a bit less imbalanced. Might just replace the full cable for peace of mind but I'll not loss any sleep over it just yet.
