Heater blows slightly warm - control cable?

Hi all, my bro has a petrol M59 van and is having problems with the heater, the fan only works on fast but from the posts here that is a resistor fault so I need to deal with that separately, the main problem is the heater only blows slightly warm on "hot" setting, I've flushed the system and bled the heater, the inlet and outlet pipes get hot but nothing more than slightly warm air from the blower - from what I can gather here there may be a problem with the heater control? - I'm fairly sure its that because when you turn the temp control it is resistant to going to full hot, how easy is it access the control cables ? - thanks

The control cable on my M49 is behind the long narrow trim that extends from the gear lever forwards - with the trim removed you can feel where the cable is attached - a small barrel a bit like a cycle cable fits into an equally small hole. The trim is in 2 parts. If you put your hand upwards from there on the passenger side you can feel the flap that opens/closes but it's also possible that other things in the mechanism may be moving above that to direct air flow too - from memory with the accessible flap open you get colder air.  
Maybe you have an obstruction stopping it closing, or the outer cable has moved - held by a small clip a few inches from the cable end ?

God luck with the controls - the matrix doesn't get much water movement through it when flushing the cooling system and does silt up - if you don't have any joy with the control cable then clamp the 2 heater pipes, remove the fitting at the bulkhead and flush through the matrix with a hose in both directions - but not at full mains pressure - just partially insert the hose. Put a plastic bag over the alternator.

On the M59, can you see the heater controls from above by taking out the radio & shelf? For more access the display can also come out.

Can't remember if the M59 has the little strip of plastic between heater panel and stereo as the B9 has, on that one you pull the plastic strip and the heater panel screws are hidden behind it
