The lights for the heater controls and switches on B9 berlingo were out when I bought my van. Was just the bulbs needed replacing which are prone to going.

hi omg, its not the controls or switches, its the speedo and rev counter dials. has anyone got a fuse layout diagram that actually matches my fuses box, im yet to find one . thank you
No promises, but see attached. Item 0004 is the instrument panel, BF00 is the interior fuse box & 2400 is the relay that is activated when you turn on the lights. So, it's a 2A fuse in position F19.

correction, ive just noticed the heater controls dont light up either, power to radio
well the instrument lights have been resolved, it was as suspected a fuse, either broke or not installed in fuse box, having discovered a owners manual under drivers seat, i replicated best i could the picture in book to fuse box in van, anyhow they now work! however the clock now reverts to 1pm everytime i start van, and have reset it a few times, i did replace the drivers internal light switch in door, clock and internal light switch must be conected somehow aaaagggggghhhhhh

Haha welcome to the crazy world of French Electrics.....
You will probably have another fuse out, likely the main (permanent) feed to the stereo or the clock display (not sure how its done on the old-time M49s) - did you disturb anything while fitting the fuse for the dash lights?
You say was blown OR not fitted...which was it....did you nick a fuse from somewhere that "looked" like it wasn't used?

hi zion, prob not blown, just not fitted, was gaps in fuse box where there should have been one. so the drivers internal light switch in door, i guess light supposed to come on when you first open door, well it doesnt, if van is running and you open door, light comes, on same as passenger door ( not touched that switch ). there is power to radio. frustrating to say the least
Now someone else recently had the exact same issue and resolved it, cannot remember what they did, was a fuse or a link in the wrong place. Maybe they will pass by and comment.
