So….. my washer jet circuit is constantly live at the fuse board, is this normal? Shouldn’t the stalk switch turn it to live?

Cannot say 100% for the washer but for the horn circuit all the horn switch does is provide an earth to complete the circuit and sound the horn, so it may be that most/all switch actions actually provide the earth to complete the circuit?
Have you actually got a washer problem?

The BSI reads the switches and runs the pump when requested. The fuse will be live as it is before the BSI relay.

So the BSI relay could account for no power getting to the pump… where is it located and it it an easy change?

Can we assume that you have confirmed there is no power getting to the pump with a volt meter or test lamp?

It will be built into the BSI PCB and not identified, soldered on to the motherboard.
You still haven't actually answered anyone's questions in order to try and help, what exactly is wrong with it (the pump is a very well known failure point and is easy to swap)
JJ9s question is spot on. You need to check if there is 12v getting to the pump plug, if so then like a lot of us, you need to fit a new pump. They don't come with the grommet which holds them in so don't damage that when pulling the old pump.

Yes that is correct, the fuse is permanent live but the plug on the pump is dead

The pump works fine when I connect the live direct to the pump, the plug is completely dead.

Ah ok, sounds then like a harness wiring fault or the comm2000 is not telling the BSI that you're asking for washers, or the BSI relay (or the electronic circuits driving it) is faulty. Do the wipers move on the wash cycle?
I can post a full circuit diagram tomorrow from work (can't access that system from home) unless @ cancunia beats me to it. That way you can debug the circuits. If you have a DVM and can read schematics, you might be able to prove for sure what's up. We can help.
