For some reason the image you've posted doesn't seem to open on my PC? I can see the small 'thumbnail' type image but normally if you click on them they open full size? Anyway, looking at the small image it looks as if there was maybe some signage underneath the paint, maybe the company name of a previous operator? so it may be that that panel had been re-sprayed [not very well] to cover it and that is what has peeled off?

Multispacer , That's the way I saw it , possible a logo removed without removing the glue properly. then a quick blast with an aerosol.
I opened it as right click , open image in new window.

Yes it looks like a bad cover up job. It needs taking down to the metal, priming again then top coat.
So where does this bit go then ?

I had the same on my previous van, seems they couldn't be bothered with getting all the glue off the vinyl sign writing so they painted over the glue. Looked horrendous when we first washed it as the paint came straight off. Cost me £200 to get the door painted properly.

It's likely the signage would have continued onto the panel above the door rail to the right, and this might have had a similar paint-over treatment. If you use a professional bodyshop to repaint it, it might be worth looking at other panels beforehand and discussing different prices for different amounts of respraying, as getting it all done in one go would likely be cheaper than doing each panel one at a time if/when they go the same way.

That appears to be down to the primer, surely if the panel's been 'blown over' the original paint would still be there?

Looks like they started with chemicals and gave up. Then just painted over the whole mess.
