Hi all my billingo had a new battery at the moment it last for about 3 weeks but the battery has been tested and it a1 but when I start my car the only thing it does it my light go on and off and my wiper start going on but no start tho

Your BSI (body systems interface) is corrupted then. The lights and wipers activating by themselves is a definite sign of that having happened.
This is not easy to recover from and will likely need the services of a company who can reset the BSI back to factory defaults, it will then need to be configured to your original options.
It also contains the immobiliser, and the security PIN code, and key transponder data so without it working, the car (or van) will never start.
You might be lucky to get away with a BSI reset, but unlikely.
The reset involves this:
Window down, bonnet up and all doors closed.
Wait 3 minutes till the BSI goes to sleep. Do not open the doors.
Disconnect the battery. Wait 1 minute.
Reconnect the battery. Wait 3 minutes.
Reach in the open window and switch the headlights on to the sidelight setting.
Put the key in and start the engine. Keeping the doors closed.
Once the engine starts, the reset worked. If not and the same behaviour as before, then the BSI will need to go to a specialist company for repair and will need recoding to your vehicle using Citroen Diagbox software. You will need your 4 character pin code from the original key card issued when the car was new. Or pay Citroen to supply the code before your keys can be coded to the immobiliser again.
Try the reset first. If that doesn't work then there is nothing else we can do to help with a corrupted BSI. Citroen electronics are complex and beyond most DIY fixes.
