Berlingo 2014 diesel leak? Help!

I noticed a leak in on the floor in front of the back passenger rear wheel. Can anyone tell me whats going on? Is this the diesel tank? Looks like a temporary repair has been done by previous owner. Is there a fix for this or is a new tank needed

Looks like the previous owner has wacked the tank on something ,put a small hole or split in it and then bodged it up with some sort of guck. No easy answer for it. Probably best to look for second hand tank.
