Dash lights

A quick query.  Should the dials (speedometer and rev counter0 be illuminated without the headlights being on?  I ask because mine are not, which is irritating when going through short tunnels, when I don't need headlights.  If they are supposed to be on, are the bulbs easy to change?

Mine come when you turn the lights on.

No, the dash lights don't come on until the lights are switched on. I asked the same question soon after I bought a new Multispace in 2014 because the dash lights didn't come on. 
I find it irritating because he speedo / rev section is deeply recessed and too dark to read on a bright sunny day, especially where you need to keep an eye on your speed. 
I previously had a succession of Volvo estates and they were on all the time.

They are dark, for that reason I leave my sidelights on at all times. They go off with the ignition.

I've not tried one myself but you could always try fitting one of the cheap OBD2 head up display units that projects speed/rpm etc onto the windscreen?
