I've just picked up a set of Thule roof bars from a scrappy. They're a bit seized, so I need to work out how they're supposed to work, then free them up. Is it literally just flip the lever up and widen and narrow them to fit the van?

Flip the lever up, pull the end cap out of the bar about 0.5-1.0 inch, turn it - lefty loosy, righy tighty. there's a screw threard you can see if you look up under the bar, it looks well made, but a bit of grease can't be a bad thing.
