this is the side panel trim, you can see the 12v socket (lighter socket).

Yep that's the side panel trim.
Goes the whole length of the rear.

That part sticking out is there to house an extra optional loading area light. Very rare option that was only ever a buyer specified one at the point of ordering the van.
