Some garages only drain the fluid from the reservoir and replenish, to do it properly they should bleed the brake lines until the new fluid is coming through.

For most vehicles, I normally buy 3 x 1ltr bottles from a local parts place. It's very rare that I need to open the second bottle and they are happy to refund the sealed ones.
My preferred method is using a vacuum bleeder that attaches to the bleed nipple. The one I normally use is powered by an air compressor, but you can get hand-powered vacuum pumps quite cheaply. Start at the wheel that has the most pipe between it and the master cylinder and bleed each one in turn with an assistant topping the fluid up with new stuff until clean fluid comes out of the bleed nipple.
