Don't think the turbo is supposed to whistle.
And don't see why outside temperature would cause it?
Perhaps air density?Confusedcratch:

I had it on mine, it was a split turbo intake rubber

Thought it was probably a fault rather than a design feature.Confusedillyme:
I would investigate before it gets worse.

Maybe it's the new twin scroll turbo...?

Brand new does not mean fault free.
If my new car whistled, it would be straight back to Citroen.
If it is making that noise, then something is leaking/venting/escaping.
Don't think turbos do that....
(Could be wrong.)

I've always been able to hear mine, more so since the decat.

Lots of other TD's I've driven it's been audible to a greater or lesser degree

same here mine does it but its not loud, just a faint whistle. Its not a constant whistle just a quick whoosh (technical term) as it does whatever it does. Also had it on 2 renaults and a xsara hdi so seems pretty normal to me plus the buses i drive everyday making a whistle noise.
