[Warning Light] Electric issues Berlingo 1.9D

Hello I am having a issue with my citron berlingo,

The wipers and head lights remain on even with the key out of the ignition?

I have checked all the fuses in the BSI Box there all okay 

I have checked the internal fuses there all okay.

I plugged a diagnostic kit, got a error code “communication error with data wire with engine relay unit?

Any ideas?
