Hi. Doesn't help you here but I do one side at a time for reference.
How do you know only one side (shoe) is moving, the drum should be on before you test the brakes.
If you can get the drum on over the shoes the adjuster is backed off enough.
You might find if you fit the drums and test them they work, I think it is normal for there to be a leading shoe.

When I say I do one side at a time I mean one side of the car so I can reference the other side for how the springs fit etc..

There is a sequence for bleeding the brakes , is there is air in the system then the brakes don't work properly.

New wheel cylinders need proper bleeding , the Berlingo brakes are notoriously hard to bleed. The brakes are worked diagonally, when you press the brake the front left and rear right work of one circuit and the front right and the left rear work of the other. If one circuit has air in it ,it wont work.
The circuits are split in the brake master cylinder.

As you have brake shoes then there will be a load limiting valve in the brake circuits which is mounted behind the drivers side back wheel. This limits the braking fluid/force to the rear wheels.
These stick and the return spring rusts and breaks off . this can cause problems when trying to bleed brakes as it can limit the brake fluid from getting to one or the other rear wheel.

Try opening the brake bleeder on the side that is not working and gently press the brake pedal to see if brake fluid is being forced out. Try working the lever on the top of the valve and see if one position allows fluid out when pressing the pedal.

If you are looking at them with the drum off then it is probably only one side moving because it is the one with least resistance. If you stop that one moving it will pump the other one out. Clean the lip off the drum with a grinder and adjust the shoes till the drum just slides on. They should adjust when you apply the handbrake after it is reassembled.
A 2004 Multispace may not have the load limiter valve if it has ABS.
So where does this bit go then ?

You haven't attached any images of the brake shoes [that I can see]

There is a replacement video here: https://youtu.be/MeO_8bSlB1E?si=dsANg1WnPnIr7LLv

that may be useful [it is for the M49 model but I think the drums are the same on the M59]

Not sure if I understood original post correctly.
I thought indicated 'fault' was that one shoe of the pair was moving on each rear hub before the other shoe.
Now not sure if one rear brake is working before the other
