Help, P1166 code is driving me insane (2.0 Hdi)

Hi

I have an 04 Partner, 2.0 hdi 90 (Siemens)
Every once in a while, it would throw a check engine light, the engine would start sounding rough. Usually, i switch it on an off and it would go back to normal.
It would also do it at random occasions while driving.

I have read online that It's the fuel pressure regulator on the HP pump. Can anyone confirm this please before i purchase another one? As budget is limited and don't want to throw money and have the same issue remaining, and it's frustrating me. Any help is appreciated.

Thanks a bunch! But i thought the EGR was strictly mechanical on these engines and has no plugs?
I have mine removed
