2003 manual 1.4 petrol berlingo won't idle and hunting

We have a 2003 1.4 berlingo that has started hunting/back firing//no power and running hot.  I was thinking it was an idle control valve, but I can't see one. Am I just blind or us all of this run by the ECU.  Anybody experienced this could it be throttle position sensor. 

I have pulled the throttle body off.
