Pollen Filter Fitting

I checked my pollen  filters today the top one was all scrunched up as though it had been forced in the bottom one was ok. I cleaned them and tried to put them back thinking I would get new ones tomorrow as they only take a few minutes to fit but the bottom one would not drop down enough to allow the top one to slide in without force. I ended up forcing it back in which is what the garage must have done when they serviced it.
Anyone out there had this problem or any ideas what is causing it. The filters should be the correct ones they where fitted by a Citroen dealer.

When I changed mine they were fiddly and awkward to get back in place.

I would not worry about it too much.
