berlingo 1.5 hdi problem

hello guys

im bought berlingo 2021y 1,5hdi with 60.000 km but i have the problem, big problem
its connected to diagnostic but not have fault code, its zero
DPF its ok, EGR also, dont smoke

the symptoms ar
 increase consumption
its very slow under 2000 rpm (all gear), gas in the floor but he struggles, after that its better,
simple as a turbo to be late, dont know.

someone have experience???????

What did the garage recommend?

Lack of power under 2,000 revs could be a few different things.
Software, turbos, pipes, air loss, etc

next week im goin to garage

But im also noticed that when the car its cold, have that simptom.

When im turn it off, and start again, when it is on 
Working temperature its workin normally. Have power.
Is it a sensor, or vacuum, its mystery???

Someone have idea what to look.?

Today im was on highway and max speed its 140 to 145 km/h fck disaster.
Garage told no fault car its 100%correct

Its possible to someone try to put map, but not so well.
My question is it possible to return to factory settings
