Fog lights not working

Hi.
On my berlingo 2007 front fog lights aren't working but indication light turns on normally. Rear fog lights work as they should so fog light switch works. I measured voltage on fog light connector with multimeter and 0..

 Does anyone know what could be wrong? Or where could i search for any error? 

Is indication light connected in parralel with fog lights?
There also isnt any fuse for fog lights..
