What are they? Tar? Paint? Tree Sap? Give us a bit more information.

I don't know what the spots are.

They're most likely tar spots, especially if they're small (like pinheads) and mostly on the lower sections of the vehicle. All vehicles pick these up, and they don't come off with washing or rubbing. You can buy tar and glue remover.
