Middle Seatbelt rubber 'boot'

2016 B9 Van with 3 seats in the front. With the front middle seat, does anyone know where the rubber 'boot' on the seatbelt should actually go? I've assumed that it should be in the back right by the retractor thats in the floor? However I really can't see how it should attach.

Right now its in the main cab and stopping you from actually using the seatbelt. Its also well worn, so doesn't slide very well at all.
