P0691 P0693 cooling fan circuit problem

Hi all, 
Work van has come up with the warning triangle and after code reading I'm getting p0691 p0693 and p0493

All related to the cooling fan, I've currently got a tested fan on the floor infront of the van with the wiring accessible I've tested that I've got 12v to the relay but only 10 at the output? Not sure if that's normal, seems like power is there and it's earthed 

Any ideas where to check next please? I've checked the large fuse under the engine fuse box and that's fine

Id check the fan with an independent 12v supply to completely eliminate the unit.
10v is only half the story -the relay might not be able to cope with the
current
Try a swapout or bypass it somehow maybe?

Just a quick question what device did you use to get these fault codes as generic code readers are not really any use on PSA group vehicles and can lead you in completely the wrong direction?
