Why is the jack so rusty when it is stored INSIDE the car?

Mine lives behind drivers seat (van) and looks like brand new after 5 years.

The rusty jack would concern me as well. Why is it rusty, maybe it was put away after use wet? I would check the jack cubby hole for damp though.

Hope it wasn't purchased from one of those places that were underwater earlier in the year...illyme:
