The 2009 xtr comes with longitudinal roof bars. Do I need to fit cross bars to use as a roofrack, or can the existing bars be turned (model without modutop)

they can be turned, i believe, little tool[ allen key] in tool box undo and swivel around...

No, the non modutop ones cannot be turned. You will need crossbars.
