My Mk1 2000 Berlingo started to do exactly the same problem as described by the initiator of the topic.
Could not find an answer from topic, was the certain fault found/resolved.
Will start to figure out mine, keep posted.

I would probably say that the motor brushes are wearing out. If it is this you will find that after a while switching it to full speed first won't work either.
2006 2.0hdi 600 with bench seat.  Cool

I had very similar problems. There were loads of causes suggested but I simply went to the breaker's yard and found another motor (for £10) and replaced the problematic one. This has now been fine for about 5 years!

I recently had this problem. It turned out to be bad / dirty connection between brushes and commutator in the motor. Took rotor out cleaned surfaces and and works ok. I had to bend tabs back which hold brushes in to get rotor back into place I guess they would snap off if you did this more than once
