Citroen will have you believe that you need a special belt tensioning gauge but you can get away without this.
Two types of engine - floating camshaft sprocket or floating crankshaft sprocket - so follow the haynes manual for whichever type you have.
Fit the belt and over tension it and then rotate the engine the prescribed number of times and then retension the belt to the lesser value ( you have to guess this ) and when you have found the correct tension value all of the locking pins will align.
Simples as they say ... I did mine on a 1.9D 2005 '55 plate and when I got my head around it all it was straight forward - the gauge is only really a necessity in a commercial setting, your time is free as the saying goes. There is a tolerance on pump alignment and the closer to an exact setting the better so don't get frustrated and persevere until you get it exact as it pays dividends in engine running / fuel economy.
Change the pump and rollers as well !
Geoff.

The locking pins can be made from drill bits or rod - metric.
The crank / flywheel locking tool is made from a piece of angle and is a fiddle but not beyond DIY and I would suggest that you get this made up before starting the cam belt job as if you fail to do this in the middle of the job you'll be cursing.
Check the crank sprocket condition and get some stud lock for the crank pulley bolt.
Have fun.
Geoff.
