I have very poor system on a '05 lingo.
Took everything apart, blown all hoses, cleaned jets, no blockages.
Removed cleaner fluid container and motor. Tested motor in sunken state in both directions and it spew good amount water from both holes. (not simultaneousely of course)
I have no idea why the amount of fluid coming out of jets is still very poor.
Motor sound is healthy.

The pump could be worn out or frost cracked- the output may appear ok in a pot of water but once it has the resistance of the jets to work against it would show its weakness.
If any of the joints are less than 100% they could be drawing air too.
It is on my to do list.
But not right at the top

I had this - well I didn't take it apart myself - but it was working, sounded OK, but very weak jets. Garage eventually replaced the pump and bingo, back to full power.

Chased a similar problem a while back, though not on Berlingo. All pipes clear, jets clear, pump had plenty of grunt but hopeless in use. Eventually found perished seals in one-way valve hidden behind front wing liner had failed and when washers activated 75% of output was coming out of failed valve. Car was usally parked on gravel drive so didn't see the big damp patch until I was parked on some tarmac.

No really sure where this non return valves could be located o a lingo? Lines, coming from pump are joined only with straight thru plastic connectors, so it takes some time for the fluid to start bursting on the windshield and even longer to the rear.
My problems occurred after I laid loads of power and signal cables for the music, so first thought was to be a squeezed line preventing water pass.
Just yesterday installed fresh cheapo pump, and all is working fine now. Bursts are enormous, far bigger as when original pump was still working, so I had a good time of adjusting the nozzles.

Glad you've fixed it! Had a rear washer problem last week on daughter's VW Polo. Favourite trick is for the jet to freeze in cold weather, despite the presence of strong screenwash fluid. When the pump is activated the pressure builds until a pipe pops off a joint somewhere in the system - in this case behind the 'C' pillar trim.
