Not 100% but the space below the radio has a liner which is removeable .
Access might be possible from there
It is on my to do list.
But not right at the top

Mine blew after 2 months and Citroen said it should last the life time of the car so they changed it under warranty, if I remember right there is quite a bit of work involved.

mines gone to, i read on a german berlingo site you need to pull out storage tray under radio, remove the panel under heater switch which i think prizes off, then remove 2 or 4 torx type screws and then pull it out, the left bulb seems quite a common fault, this what i read "The heating control system can be expanded easily:
first empty DIN compartment out (is the top and bottom with plastic snap-backed lift slightly (goes eigetlich by hand) and then with a light tug to pull out)
second Panel under the heater control (over the switches for the electric. Windows) pry gently with a knife brietem.
third Among them are two (or was it four?) Torx screws to the fore, this write out
the fourth The control unit to the rear (!!) Out.
5th Then you can the element in the cavity behind the dashboard (because a cat can verstekcen behind, so much space is there) the element turn it so that the back of the plate can not as they have been replaced pears then that would be"
