Might be good to get us a photo to look at! An ID then would beforthcoming.
Is the wiring connected to the vehicle or lying free and disconnected?
The only things that are electrical and under vehicle seats are seat heaters,
pressure sensors for seat belts and electrical connectors for the airbag mechanisms.
If you have no warnings present on the dash it's not likely to be associated with airbags
or seat belts. It may have been discarded under the seat and is part of an accessory
which has been removed. So, you see, the list of possibilities is extensive and why
a photo would be useful!
Of course you could pop to a main dealer....it's possible that they might know what it is!

I reckon it's supposed to clip under the seat "springs", and it's probably wire feeds for non-connected items like side airbags, seat heaters or adjustment motors.

This is the only wiring under the saet on my mk3
The snap is from the clutch pedal direction pointing out under the seat towards the door
