blue smoke, glow plug relay NOT ticking

On the first start of the day (we're getting -3 overnight on average currently) it will not start, you have to hold the key having it turn over for around 10-15 seconds (yes I know this is bad).

Previously when the glow plug light came on you could hear a ticking of I'm assuming a relay for as long as the glow plug light was on. Now I can't. Is the ticking a relay? Does this mean that it's not working? Where is it? If the light is coming on does that mean the glow plugs are working or does it just mean it's trying to do it?

I'm very confused but I live in France and taking it to a garage to be checked out will involve a second mortgage. I'd rather give it a go myself if I can

none of that post makes the slightest amount of sense to me (well a little but not loads). Also would my glow plug light still come on the dash if that were the problem?

Could this all be figured out by taking it to a citroen garage? I'd rather not as they are stupidly expensive in France. Utterly retardedly expensive
