Flooded Berlingo BSI and ECU error

Hi to all, I'm new on this forum.
My Berlingo mk2 1.6 HDI was flooded.
After cleaning the BSI, fuse box and ECU, I've connected the ELM cable but I have little response from the ECU.
For most commands, I get the response 7F xx 22.
I've response only for a few 21xx queries, like:

All warning lights are on and STOP is blinking and the engine, ofcourse, won't start.
The van was flooded for about 12hs up to the stereo's level, with the battery connected.
My guests are:
Faulty BSI or ECU "locked"

The results would be a lot clearer with a Citroën diagnostic tool, either Diagbox or Lexia. Although I suspect you have some basic problems there, I doubt water has entered the ECU.

With the fuse panel, they are uncoded so if you can borrow one to test, that is the quickest trial of the part.

The BSI is harder to test; I am assuming the controls at your steering wheel remained dry. It's usually possible to fit a remanufactured or "virginised" BSI for less than new, but you will need to encode it to the car with one of the dealer style tools mentioned above.

Thanks for the reply.
Leixa cost around 300USD locally, to much for one diag so I'm going to send fuse panel, BSI, ECU and key's to a repair center. I hope diagnose and repair cost less than 300.
