engine/transmission mount

Hi all,i,m about to fit a new left hand side engine/gearbox mount.My question is =Does the top of spacer 16 in pic have to go through hollow at bottom of rubber mount & actually end up touching top underside of rubber mount 13 until it can go no further.Or is it not supposed to go as high up in mount as that....Grateful of any advice.anta:...Thanks......

Just found out it does go up to underside of mount........
