Is it an easy procedure to pull off the matt silver facia panel in front of the passenger seat, (airbag cover), without activating the airbag and the small panel directly above the gear lever?

Airbags can be naughty , my advice would be speak to dealer (:twisted or air bag specialist.

There are procedures for different makes and models , for example de energise the circuit and leave for a set time to discharge capacitors etc , unless your sure, not worth the risk at home.
