Power problem 07 hdi

My 07 hid has a power issue, when the key is out nothing in the van works parking lights inside lights hazards or central locking, I am wondering if this could be a BSI issue, I have done the reset and tested for voltage on the fuses to check if there is power when the key is out and there is. Anyone have any ideas on this as it is totally driving me nuts.
