oil still in water

I posted a thread a few weeks ago about oil in water of my 1.9d 06 plate berlingo 74k I replaced oil cooler and still have oil building up again I have flushed system atleaset 10 times using dish washer tablets and also eco degreaser which cleaned it well ,so now im thinking it could be head gasket or cracked head or block any suggestions on what to do now ,either fit new head gasket and while im at it recon head or scrap engine and get a another from breakers, is there any way of knowing what to do next . thanks for reading
