Mystery plug in L2 wheel arch

Hi,

I've just gone back to a Berlingo L2, 14 plate, after 18 disappointing months with a Caddy. Started boarding it out yesterday and found a flip-up cap in the top surface of the O/S/R wheelarch which reveals a round security type keyfitting - the sort of thing you get on a steering wheel lock.

Any ideas regarding what it's for before I bury it for ever?
