temperature gauge reading

My temperature gauge sits about a needles width above one quarter. Is that normal or should I think about replacing the thermostat?

Mine hovers around the absolute cold to a quarter, and I HAVE changed the thermo. Probably a design fault with the temp sensor. Was the same on my Mk1 1900 diesel van. (I'm driving a 1900 diesel forte at the moment)
