The plug on the filter is used to drain the filter housing to sump,when the oil filter cartridge is removed/unscrewed the oil filter housing drains which reduces the mess of oil when changing the oil...

There really aren't many places except for ebay for bits like you are after. You could try: gumtree, eurocarparts, loot. Might be some dotted around on those sites.
