Back but won't start

it's a Siemens fuel system, the fuel pump is run off the crank. Definitely no fuel to the injectors. I took the fuel pump solenoid off and put 12v supply to it and it did work. If the ignition is on should there be power to the solenoid connector

I think someone has taken something off this van since its been in the repair workshop compound. One thing I have noticed there is a missing relay or something underneath the driver side dashboard it's on its own and green, should there be anything there
