The TfL site shows the following restrictions for vans -

- More than 2 metres (6.5 feet) high OR
- More than 2 metres (6.5 feet) wide OR
- Goods vehicles weighing more than 2 tonnes gross vehicle weight (GVW)
Which would suggest GVW is being used as the measure. A question to Mark Sanderson - if you go to the DVLA site and look at your vehicle does it also show the 1945Kg figure on their database? The reason for asking is that TfL must have access the DVLA base for names/addresses etc. and therefore possibly failed to check the data on GVW before making the decision to fine. This would strengthen your case as it shows either a lack of competence or diligence on their part. If you can print off or photograph the relevent DVLA page it would add to your case.
