no remote locking?
#1
my key has 2 buttons, but neither lock or unlock the car, changed the battery and its still the same, checked the service site and it states the below:

SPECIAL SPECIFICATION STANDARD
ATMOSPHERIC CONDITIONS NORMAL ATMOSPHERE
DRIVING POSITION RIGHT HAND DRIVE
CENTRAL LOCKING CONTROL CENTR LOCK SYSTM DRIVER’SIDE
TRAFFIC SIDE DRIVING ON THE LEFT-HAND SIDE
ELECTRIC VEHICLE CHARGING PLUG WITHOUT VEHICLE LOAD RECOGNITION
EXTERIOR ACCESSORIES C HANDLES/MIRRORS C PLATE LIGHTING C BOOT PROTECT
ADDITIONAL TYPE APPROVAL PLATE W/O ADDIT HOMOLOGATION PLATE
SLAVE CONTROL UNIT BUILT-IN SYSTEMS INTERFACE (BSI)

im guessing as it mentions central locking i dont have remote locking?

Actually, no.
Not all early Berlingos had Central Locking.
(My 1998 didn't have it. My 1999 has central locking and remote locking. My key only has one button, though. )

You have simple remote locking, not the deadlocking which is common in the UK (I think due to insurance categories, not actual carjacking problems).

so i should have remote locking - not just central locking?

If your key has buttons and the internals then yes it should have remote locking. It's not uncommon for them to de synchronise. Go to a locksmiths and they should be able to test your remote for a signal to test the keys working.
