I checked the tyre its hardly rubbing(writing on tyre still intact) but there is little clearance from the wheel arch probably just rubs over bumps

Is the wheel/tyre running true? Do you have plastic wheel arch liners that may be warped?

spoke to garage he said its a common fault on these berlingos and will have to replace bearings or axle
found one for sale on ebay
Citroen berlingo mk1 rear axle, complete with shockers, compensator valve and all brakes etc, bought 18 month ago from local wreckers and was guaranteed good, no worn stub axles which make wheels lean in at top and catch arch,

......and I wouldn't touch that rear axle assembly with a sterilised barge-pole! It's good now perhaps but you could easily
find you need to change it again very soon. Get a recon. from a recognised company. Some are guaranteed for a couple of
years, some have got grease nipples fitted to lube the bearings periodically. HTH
