You don't need fancy tools. Yeah, they're nice to have, but you don't need them. I use a little flat ended screwdriver to hold the clip, Pull it up with whatever comes to hand, then crimp it and trim the excess with a pair of joiners pincers that are probably as old as me.
I've go a number in my head for a pair of Knipex pliers that's about the same as what my mechanic mate charges for an hour's labour, might as well pay him to do the job and spend an hour doing something you want to do as buy the tools and lay on the driveway.
