That fuse box switch can't handle much amperage by itself so isn't for any external light etc., but it could of course operate a relay and may well do.

If it's a 'secret' kill switch then, like Biff Tannen's in Back to the Future, it ain't bin hid very well. So it's probably something far less worrying.

I'd open the fuse cover carefully just enough to see what's inside the switch - maybe with the batt disconnected just to be super safe.

I think it may be an immobiliser or such. 

Flicking it turned all tbe dash functions off including gear position indicator 
But engine continued to run.

Seems odd - but if you flick it before starting the engine, will it start?

Glad that wasn't your car in those US pics - bit of a heart-stopper seeing them! Seems to be on the ordinary highway going by the emergency vehs, not a racetrack. So even more of a shock for some poor guy.
