New mirror...no threads in the holes?

Ok weird one, I bought a brand new OEM drivers side mirror to replace the one already fitted, which looks like a cheap tat knock off and wiggles as you drive (!) 

So, I proceed to take the knock off one off, all good - except the new proper PSA branded mirror has no threads inside the screw mounting turrets? I only noticed today as the screws would not go into the holes....brought it indoors again and looked down the turrets with a torch...no threads.

Does anyone know if these are meant to be like this and Citroen expect self tappers to be used?

i fitted a mirror from a breakers yesterday, they use self tapping screws in the original mirror,
