BRAKE PEDAL RUBBER ?

Hi everyone,
my Berlingo failed the MOT test today, nothing serious just exhaust back box, nearside balljoint & the brake pedal rubber ! 
I've had this van five years & it's never had a 'rubber cap' on the brake pedal & it has never been mentioned in previous MOTs,  only the clutch pedal has the 'rubber cap' fitted.
I had the MOT done at a different garage to which I normally use, because I now live in a different area.
Does anyone know if there should be a brake pedal 'rubber' ?
Mk1, 1.9D, Admiral Blue, 51 Plate.

I remember years ago on another motor I had it was mentioned as an advisory for a worn pedal rubber as it had worn so much it was a loose fit and the pedal was showing through. I just brought another off ebay (about £5) and swapped it out. It pays sometimes to let another pair of eyes look over the vehicles as they can pick up things that others miss.
Are we there yet????? Huh

I had to buy one for mine, it was missing when I bought the van from the dealership. I got the proper Citroen one. Fits like a glove and is much more secure to use in wet weather when your shoes are slippery.
