On my belingo the horn on the steering wheel has not worked, there is a small red square button low down on right on dash board. I keep knocking with my knee when stationary and not driving. I have only had it since last month

I have same problem on 2004 Berlingo 2.0 litre HDi. NON-working horn when ignition ON and fully functioning horn when key out!
Been to Renault dealer where it was purchased. Under Renault warranty had a new horn unit fitted (no joy), 2 rotary switches (no joy), they have now sent it off to Citroen (more specialist diagnosis) who have fitted a new "control unit" (I guess it's this Com2000 people have posed about) - see if that solves the problem. Will inform in a couple of weeks.
Hope so as warranty runs out early next year and MOT will follow.
Cheers.

Bad earth!!!
Had it myself. Had to get a new comm2000 anyway as the dodgy indicaters and main beam was doing my head in, this didn't fix the horn. Looking at a wiring diagram, the horn does not go through any BSI unit or even a relay.
So i did this to test.
Key out, working fine.
Key in, working fine.
Ignition on, working now and then.
Ignition on, not working, so got a jump lead, clamped one end to a good earth and the other to just above the knuckle joint on the steering shaft in the foot well. Horns working.
Remove one end of the jump lead, horn not working.
Kept horn pressed and made contact with the earth again horn works.
Its deffo an earth issue and i'll get a pic of what i did to fix easily

I too have this VERY problem, except the horn works when key is in the slot, but when turned to lights, or ignition the horn doesn't work.
Did the solution finally present itself?

When the horn doesn't want to work, just put a temp grounding lead from a good earth to your steering shaft under the dash. If it then works you know an earth issue.
The fix i have done works yes

Hi All, I too had this exact problem. However there are other threads on the web that suggest this is down to a poor earth connection between the steering column and chassis earth. After much fiddling and swearing I fixed this by wrapping some sheathed earth cable stripped back about 3 inches around the base of the steering shaft, just next to the clutch pedle. I wrapped it around the 1 inch shaft near the spline that is visible there and held it in place with a wide tie wrap - a metal cooloing hose clamp would be better but I didn't have any to hand. I then earthed this cable to the bolt holding the throttle/accelorator assembly in place in the footwell. To allow the stearing shaft to turn and steer your Berlingo, you need a bit of slack in the cable run. I added a label to this cable saying 'horn earth' just in case someone later wonders what on earth (pune!) it is there for. It did fix mine, and the horn seems louder too.

Exactly what i've done too. Works a treat and means you don't have to start pulling the van apart to find the poor earth.

Hi Chaps, just had a look for the earth point for the horn control and would you belive it, it's behind the centre interior light. (MC43). Worth a check?

Rustscrat, You wouldn't happen to know where the earth for the radio and drivers electric window is would you?
Need to check them as i have terrible engine interference when listening to the radio.
