Better option is to only allow a new user (newly registered user) to post something only in a new topic in the introduce yourself part of the forum, allow the user only 1-2 posts in his topic, maybe add a time like 1-2 days before is allowed to post in another part of the forum after the user has written the topic about him.

The site owner is not looking to make changes to the current system, instead is planning to change the forum over to new software instead where it will be easier to manage things like this.
We know what can be done, and how. But it will not be done on the current software platform the board is running on.
PHP sites are hard coded and take resources to rewrite, so if the function is not there then it needs to be created. That costs time and money, which won't be best spent on this version but the new software should be much better.
Also about your suggestion, while it would seem to be a solution, there is nothing to stop a malicious user from posting a nice post or two, then bombarding the board with spam after being approved.
These people are not stupid. And they can read.
At least the section above gives people the tools to block emails they don't want to see. Everyone should do some of that already.
