tight belt means tight because it's new (almost) or tight -wrong ?

Don't know cos its new,? Just sounds a bit tight,maybe it will wear in??,maybe its not a belt,? But sounds like it to me,

If its under warranty, try to ignore it,if something's breaks just take it back,mines 06,2 Lt hdi,when I first start it up ,it sounds like an hoover in the engine bay?? After a few miles it stops?
