[Engine] Noisy Engine

Can anyone help? Bought an 01, 1.9 Berlingo a couple of weeks ago and I have noticed something strange happening. If I let the revs get below 2000 rpm's, every so often the engine gets really noisy for 5 to 10 seconds, there is no increase in rpm's and it will not accelarate. as soon as the engine noise returns to normal, acceleration is fine. As long as I keep the rpm's above 2000, this doesn't happen. I have been told before I bought the vehicle, the head was removed for some work to be done.
Any ideas anyone?

Is it drawing air into the fuel system? . Does it do it when pulling up a hill or in neutral?. I would check the fuel filter for dirt and fuel lines for leaks , cracks etc. Removing the head means disturbing the fuel lines and filter assy.

Thanks for replying. The problem occurs whatever the terrain, but only when under 2000 rpm. It doesn't do it when ticking over though.
